I thank the Government of Estonia for convening this debate on the protection of civilians in armed conflict.   Protecting civilians must be a joint effort by Governments, civil society and international organizations. I look forward to hearing the views of Her Excellency Ellen Johnson Sirleaf and Mr. Peter Maurer, the President of the International Committee of the Red Cross.

New York, 6 December 2019   Excellencies, Ladies and Gentlemen, I would like to thank the United States as well as India, Portugal, Senegal, Uruguay and Vietnam for convening today’s important meeting.  Improving the concrete, measurable impact we have on the ground is our highest priority. It is at the core of everything we are trying to achieve through Action for Peacekeeping.
