 [scroll down for French version] Stéphane Dujarric, Spokesman for the Secretary-General The Secretary-General strongly condemns today’s attack by alleged Return, Reclamation and Rehabilitation (3R) armed elements on a United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) convoy in Gedze, Nana-Mambere prefecture in the northwest of the country.  A peacekeeper from Rwanda was killed and two others were wounded.

The Srebrenica genocide was the worst atrocity crime on European soil since the Second World War. Twenty-five years later, we pay tribute to the thousands brutally murdered — and pledge to never forget them. We share the grief of their families, including those whose family members are still missing. And we re-affirm our solidarity with the survivors. A quarter century ago, the United Nations and the international community failed the people of Srebrenica. As former Secretary-General Kofi Annan said, this failure will “haunt our history forever”.

I thank the German Presidency for convening this important discussion.   The COVID-19 pandemic continues to profoundly affect peace and security across the globe.   The consequences can be seen even in a number of countries traditionally seen as “stable”.

I thank the Government of Estonia for convening this debate on the protection of civilians in armed conflict.   Protecting civilians must be a joint effort by Governments, civil society and international organizations. I look forward to hearing the views of Her Excellency Ellen Johnson Sirleaf and Mr. Peter Maurer, the President of the International Committee of the Red Cross.
