Ladies and gentlemen of the media, thank you very much for your presence. I am extremely happy with the results of my contacts during this African Union Summit. I think we have created the conditions to establish a new higher platform of cooperation between the African Union and the UN.

The Secretary-General condemns in the strongest terms the suicide-vehicle attack perpetrated against the camp of the Operational Coordination Mechanism this morning in Gao.   The camp housed over 600 individuals designated by the three signatory parties to the peace agreement to start mixed patrols in Gao region. While the exact number of casualties remains to be confirmed, preliminary reports point out to dozens of dead and dozens of injured.

Ladies and gentlemen of the media, thank you very much for your presence.    I want, first of all, to pay tribute to the extraordinary statesmanship, to the courage and to the determination of Mr. [Nicos] Anastasiades and Mr. [Mustafa] Akıncı, who for 20 months have been conducting in a very determined way a dialogue aiming at creating the conditions to allow for Cyprus to be able to be again a country united, living in normal conditions for its people.

The Secretary-General, in consultation with members of the Executive Committee, has asked Ms. Jane Holl Lute, the Special Coordinator for improving the Organisation's response to sexual exploitation and abuse, to convene a high-level task force to develop as a matter of urgency, a clear, game-changing strategy to achieve visible and measurable further improvement in the Organisation’s approach to preventing and responding to sexual exploitation and abuse.

The Secretary-General welcomes the signing today in Kinshasa, by the opposition and the Majorité présidentielle, of a political agreement on the holding of elections in Democratic Republic of the Congo (DRC) and transitional arrangements leading up to the polls. This long-awaited development builds on an initial agreement signed on 18 October between part of the opposition and the Majorité présidentielle. It represents a significant step towards a peacefully managed transition consistent with the democratic principles enshrined in the country''s Constitution.

Before proceeding, I would like to offer my deepest condolences to the Russian delegation following the assassination of their colleague, Ambassador Andrey Karlov, in Ankara earlier today.  I condemn this senseless act of terror, for which there can be no justification. We are here to address one of the world’s most urgent crises: the deteriorating situation South Sudan.  Not long ago, the people of South Sudan were riding a wave of optimism.  Africa’s longest civil war had ended.  The world’s youngest nation was born.

I am honoured to close the 11th meeting of Heads of United Nations Police Components.   Let me begin with a sincere thank you for the valiant efforts of your blue berets, who are protecting civilians and making communities safer around the world. United Nations police are engaged in United Nations peace operations, post-conflict and other crisis situations across the entire peace and security spectrum. Time and again, we have seen the breakdown of law and order trigger United Nations deployments.
