Alain Le Roy, Under-Secretary-General for Peacekeeping Operations, said that while the Secretariat’s New Horizons initiative “would never make any headlines”, it was providing a framework for positive and broad-based discussions on making United Nations peacekeeping more effective on the ground.  Issued as a discussion paper in July, the study highlights the need to strengthen command and control systems at every level, including through more robust accountability frameworks between Headquarters and mission leaders.

Agenda Item: Comprehensive review of the whole question of peacekeeping operations in all their aspects Council Mr. Chairman, distinguished delegates, I am honoured to address the Fourth Committee as it begins its consideration of peacekeeping operations in all their aspects. Having completed one year at the helm of DPKO, I am especially grateful to have this opportunity to take stock with you, and to chart the way forward together.

Noting that Member States had lauded the United Nations’ recently announced plan to chart a new, improved course for peacekeeping, Alain Le Roy, Under-Secretary-General for Peacekeeping Operations, said this afternoon that it was vital that all peacekeeping actors work in the coming weeks and months to ensure those operations were robust and that they adequately protected civilians.

Distinguished delegates, ladies and gentlemen, colleagues 1. I am delighted to be here with you today as the Fourth Committee begins its annual consideration of Peacekeeping. Of course this is also the 60th year of United Nations peacekeeping and I look forward to the Special Session of the General Assembly to commemorate this anniversary on 11 November.
