UNAMID facilitates training for the Joint committee to monitor cessation of hostilities between Transitional Government of Sudan and Armed Movements

As part of its continued efforts to support the Sudan peace process, UNAMID and the United Nations Country Team (UNCT) on 27 January, facilitated a one-day workshop for 27 members of the Tripartite Joint committee established to monitor the agreement on humanitarian access and cessation of hostilities signed in December 2019, in Juba, South Sudan by the Transitional Government of Sudan, Sudan People Liberation Movement/North (SPLM/N) and  Sudan Revolutionary Front (SRF).

The Workshop, held in El Fasher, North Darfur, was aimed at equipping Committee members with  basic tactics, techniques and procedures for monitoring, verifying and reporting on compliance with cessation of hostilities agreements, investigating violations and helping them to undertake their expected roles and responsibilities under the agreement.

Workshop discussions focused on topics related to investigation and verification techniques for monitoring cessation of hostilities; patrol planning and execution and related logistical issues; human rights and gender equality; child protection in the context of humanitarian crisis and conflict; international humanitarian law, sexual violence in conflict and protection of civilians; and humanitarian coordination principles and humanitarian access. A scenario-based practical exercise for patrol planning, information gathering, and reporting was also undertaken.

Participants were also briefed on the concepts and precepts of international humanitarian law, human rights, gender equality, sexual and gender-based violence, child rights and protection of civilians, as well as principles and guidelines for the provision of humanitarian assistance.

It should be recalled that following the signing of an agreement on humanitarian access and cessation of hostilities by the Transitional Government of Sudan, Sudan People Liberation Movement/North (SPLM/N) and Sudan Revolutionary Front (SRF). UNAMID received a request from the South Sudanese Chairman of the Mediation Committee for the Juba peace process to assist with training and preparing the Tripartite Joint Committee consisting of 27 Committee members (9 members from each participating entity: Government of South Sudan, Transitional Government of Sudan, Sudan People’s Liberation Movement/North and Sudan Revolutionary Front).
