Today’s event continues the useful discussion initiated last year under the Chinese presidency.

Thank you for the opportunity to speak to you. You represent collective security and international solidarity in action. I thank you for your dedication and leadership. I commend the thousands of peacekeeping troops who serve with honour under your command. Together, you have helped to separate forces, disarm fighters, monitor human rights, provide care and so much more. Our deployments are greater than ever before.

On 31 October 2014, I convened a High-level Independent Panel on Peace Operations to undertake a thorough review of United Nations peace operations today and the emerging needs of the future. I invited this panel to take a comprehensive look at how United Nations peace operations could continue to contribute to the prevention and resolution of conflicts and be best designed and equipped to deal with the challenges of tomorrow. I encouraged the panel to be bold and forward leaning and to engage widely in the course of their review.

I am honoured to be here today at the closing of this first Conference of Chiefs of Defence ever held at the United Nations. I understand you have had a fruitful meeting.  I am encouraged by your discussions.  There is wide agreement on the value and crucial role of United Nations peacekeeping and peace operations. Constant, inclusive and transparent dialogue with all stakeholders is fundamental to strengthening our partnership. Your meeting here represents a critical moment in this dialogue and, in fact, for UN peace operations.

I call on you to make this event truly momentous by helping the United Nations rise to the urgent challenges of our times. Peacekeepers deploy on the frontlines of human misery – in some of the most dangerous places on earth. The threats are growing.

I am honoured to be here today on this solemn occasion. Today, we posthumously award the Dag Hammarskjöld medal to 106 peacekeepers who died while serving under the United Nations flag last year. I regret to say this is the sixth year in a row that more than 100 peacekeepers lost their lives.

Thank you for attending this important commemoration. I would like to begin with a solemn moment of silence to honour the 106 fallen heroes who died while serving under the United Nations flag in 2013 – and to remember the more than 3,200 who have lost their lives in the history of UN peacekeeping. [A moment of silence was observed] Thank you. Last year was the sixth year in a row that more than 100 peacekeepers died. Some were killed when their convoys came under attack in Darfur and South Sudan.

[I am so happy to be here.] It is a great honour and privilege for me on the occasion of my visit to Pakistan to participate in the inauguration ceremony for this Centre for International Peace and Stability – and it is a privilege to do so on the eve of your country’s Independence Day tomorrow. I sense great confidence and hope here today.
