Beni: MONUSCO strengthens judicial capacities to address challenges related to cryptocurrency and terrorism financing

This training course focuses on understanding cryptocurrency mechanisms, identifying the risks associated with its use, and collecting and analyzing digital evidence.

Amid the rapid evolution of digital and financial technologies, MONUSCO is intensifying its support to Congolese judicial institutions. Since 13 October, a specialized training session has been taking place in Beni for judicial police inspectors as well as civilian and military magistrates.

Organized by the Justice Support Section, the two-week workshop themed: “Cryptocurrency and encrypted exchanges: new challenges in combating the financing of terrorism”, brings together ten participants, including two women, and will conclude on 24 October 2025.

According to Commander Rhafer Ahnouche, digital investigation expert and facilitator, the initiative aims to “strengthen the capacities of judicial actors in the face of technological and financial developments that complicate the traceability of monetary flows. These tools can be diverted to finance illicit activities, including terrorism and organized crime.”

Discussions focus on understanding the mechanisms of cryptocurrency, identifying risks related to its use, collecting and analysing digital evidence, and enhancing cooperation among judicial and security institutions.

Magistrate Deborah Mabondani, Deputy Prosecutor at the Beni Peace Tribunal, welcomed the initiative: “This training builds on the previous workshop on terrorism financing. It allows us to deepen our understanding of the technologies used in suspicious transactions and encrypted exchanges. These skills will strengthen our ability to detect and prosecute cases of illicit financing.”

This activity is part of MONUSCO’s broader strategy to support the Congolese justice system in combating impunity, organized crime and terrorism, through the enhancement of judicial actors’ technical and operational capacities.
