MINURCAT Mandate

MINURCAT was established pursuant to Security Council resolution 1778 PDF Document of 25 September 2007. By that resolution, the Council authorized a multidimensional presence intended to help create the security conditions conducive to a voluntary, secure and sustainable return of refugees and displaced persons, inter alia by contributing to the protection of refugees, displaced persons and civilians in danger, by facilitating the provision of humanitarian assistance in eastern Chad and the north-eastern Central African Republic (CAR) and by creating favourable conditions for the reconstruction and economic and social development of those areas. By that resolution and acting under Chapter VII of the UN Charter, the Council also authorized the European Union to deploy a military force, which became known as EUFOR, in support of the MINURCAT mandate.

Prior to the completion of EUFOR’s mandate in March 2009, Security Council resolution 1861 PDF Document authorized the deployment of a military component of MINURCAT to follow up EUFOR in both Chad and the CAR. Acting under Chapter VII of the Charter, MINURCAT was to carry out a wide range of functions which included security and protection of civilians, human right and the rule of law, and regional peace support.

After the Government had called in early 2010 for the withdrawal of MINURCAT and had committed itself to take full responsibility for the security of the civilian population in the eastern part of the country, the Security Council, by its resolution 1923 PDF Document of 25 May 2010, revised the mandate of the Mission and extended it for the final period until 31 December 2010.

By that action, the Council underscored that the Chadian commitment to provide security inferred specific commitments to ensure the protection of refugees and internally displaced persons, to facilitate delivery of humanitarian aid and free movement of humanitarian personnel, and to ensure the security and freedom of movement of United Nations and associated personnel.

For the remainder of its mandate, the Council decided that MINURCAT should continue to assist with the organization and training of Chad’s Détachement integeré de sécurité (DIS), in support of efforts to relocate refugee camps away from the border; to liaise with other security structures in both Chad and the Central African Republic; and to contribute to the protection of civil rights and the rule of law in Chad.

MINURCAT completed its mandate, as scheduled, on 31 December 2010.
