Initial authorized strength (July 1998): 70 military observers, a 15-person medical unit and 5 civilian police advisers; there was also a provision for 50 international civilian personnel and 48 locally recruited staff
Maximum deployment (November 1998): 41 military observers, a 15-person medical unit and 3 civilian police advisers; supported by some 30 international and 25 local civilian staff
Maximum authorized strength (August 1999): 210 military observers and 35 medical personnel; there was also a provision for 107 international civilian personnel and 69 locally recruited staff
Maximum deployment (October 1999): 192 military observers, 15 other military personnel and a 2-person medical team, supported by international and local civilian staff
