East Timor cabinet backs creation of truth commission to record rights abuses

28 February 2001 -- The East Timor Transitional Cabinet today endorsed a draft regulation on the establishment of a Reception, Truth and Reconciliation Commission for the territory, subject to minor amendments, the United Nations mission there said in a statement issued in Dili.

The draft regulation gives the Commission a truth-telling function that will provide a historical record of past human rights violations committed between 25 April 1974 and 25 October 1999, according to the UN Transitional Administration in East Timor (UNTAET).

The new regulation also establishes a Community Reconciliation Process for dealing with less serious offences that will not be prosecuted by the justice system. Once finalized, the draft regulation will be submitted to the National Council for approval.

In other action, the Cabinet agreed to a proposal to establish a ferry service between Dili and the East Timor enclave of Oecussi in Indonesia (West Timor) by a private company. The service will make one round trip per week and will have the capacity to transport about 100 passengers as well as cargo.
