REGULATION NO. 1999/4
ON THE ESTABLISHMENT OF THE OFFICIAL GAZETTE OF EAST TIMOR
The Special Representative of the Secretary-General (hereinafter: Transitional Administrator),
Pursuant to the authority given to him under United Nations Security Council resolution 1272 (1999) of 25 October 1999,
Taking into account United Nations Transitional Administration in East Timor (UNTAET) Regulation 1999/1 of 27 November 1999 on the Authority of the Transitional Administration in East Timor,
For the purpose of establishing the Official Gazette of East Timor,
Promulgates the following:
Section 1
Name
An Official Gazette for East Timor is established. The name of the Official Gazette shall be "The Official Gazette of East Timor" (hereinafter: Official Gazette)
Section 2
Object of regulation
The present regulation establishes the mode of publication of regulations and directives issued by UNTAET, as well as other relevant acts of the organs and institutions of East Timor, or of public interest in the Official Gazette.
Section 3
Language and Dissemination
3.1 The Official Gazette shall be published in English, Portuguese and Tetun. Translations in Bahasa Indonesian shall be made available as required. In case of divergence, the English text shall prevail.
3.2 The Official Gazette shall be published in a manner that ensures its wide dissemination by public announcement and publication.
Section 4
Cover page
During the period of the transitional administration by UNTAET, the cover page of the Official Gazette shall contain the name of the Official Gazette, serial number, day, month and year of publication, place of publication and the insignia of UNTAET.
Section 5
Object of publication
The following shall be published in the Official Gazette:
(a) All UNTAET regulations and directives;
(b) General and other acts of organs or institutions of East Timor, as required by law;
(c) Other acts of public interest that require public notification.
Section 6
Publisher
During the period of the transitional administration in East Timor, the publication of the Official Gazette shall be carried out by UNTAET.
Section 7
Entry in force
The present regulation shall enter into force on 29 December 1999.
