Up to the late 1980s, peacekeeping operations were operated through the UN Office of Special Political Affairs. The official Department of Peacekeeping Operations (DPKO) was formally created when Boutros Boutros-Ghali took office as Secretary-General of the United Nations. On this day, the Secretary-General announced to the General Assembly the creation of the Department to strengthen the capacity of the Secretariat in the area of peacekeeping, and to enhance its planning and managerial capability.
