The Secretary-General is deeply concerned about recent increased tensions in the vicinity of Guerguerat in the Buffer Strip in southern Western Sahara between the Moroccan berm and the Mauritanian border. The Secretary-General underlines that the withdrawal of Frente Polisario elements from Guerguerat in April 2017, together with the earlier withdrawal of Moroccan elements from the area, was critical to creating an environment conducive to the resumption of dialogue under the auspices of his Personal Envoy Horst Kohler.

The Secretary-General expresses concern about reports of the violent dispersion of protests by national security forces in Kinshasa and a number of cities in the Democratic Republic of the Congo, resulting in the death of at least five people, the wounding of several others and the arrest of over 120 persons. The Secretary-General calls on the Government and national security forces to exercise restraint and to uphold the rights of the Congolese people to the freedom of speech and peaceful assembly.

The Secretary-General welcomes the announcement by the National Elections Commission on 29 December of the final results of the presidential run-off election in Liberia. He congratulates Mr. George Weah on his election as the next President of the Republic of Liberia and commends Vice President Joseph Boakai for conceding defeat.   The Secretary-General applauds all Liberians for the successful completion of the elections process, which was conducted in a peaceful environment. He commends the work of the national, regional and international electoral observation teams.

The Secretary-General strongly condemns today’s attack perpetrated by suspected anti-Balaka against a convoy of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), on the Bangassou-Kongbo axis, in the country’s southeast. As a result of the attack, one peacekeeper from Egypt was killed and three others were injured. The injured peacekeepers have been evacuated for medical treatment to Bria.

The Secretary-General strongly condemns today’s outrageous attacks against the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Ménaka and Mopti regions. Four peacekeepers and a member of the Malian armed forces were killed and 21 others were wounded in the attacks, including a MINUSMA civilian contractor and a member of the Malian armed forces.
